The cleared out section of the lookout contains a viewing platform as well as generators and communications equipment.  To get there, take the road to Isle Bay across the Belham river and make a left at the only crossroad after the river.  Follow the road up and make your first left, passing in front of Villa Trelawney.  Stay on that road, keeping left until you reach the top.

The road up is a one-lane winding roadway with little to no room to pull over, so be cautious of walkers or vehicles on their way down.
